Units

Indexing Division

The indexing division is one of the key units of the Nursing & Midwifery Council of Nigeria and all other activities of Council revolve around the unit. It is responsible for the indexing of Students for the various Basic and Post Basic Nursing Programmes throughout the Federation.

Indexing of students involves the profiling of Nursing or Midwifery students’ personal data into the Council’s database and ensuring that the students’ qualification for admission into the programme is based on the approved entry requirements.

Presently the Nursing and Midwifery Council of Nigeria has nineteen (19) approved basic and post basic programmes in all accredited Nursing and Midwifery Training Institutions in Nigeria.

These programmes are:

UNIVERSITY GENERIC BNSc PROGRAMMES.

These students are to be indexed for General Nursing at 200 level and for Midwifery at the end of their 5 year programme after passing the Professional Examination for General Nursing, because RN is a pre-requisite qualification for indexing as a Post Basic Midwifery student and other post basic programmes

The Division is also charged with the responsibility of:

  • Making sure that the number of students admitted into various Schools of Nursing, Midwifery and Post Basic studies per session/year does not exceed the approved admission quota (number).
  • Scrutinizing the online indexing applications to determine who is qualified for indexing into the programme based on the approved entry requirement. The current requirement for General Nursing is five (5) O’ level credits in Mathematic, English Language, Physics, Chemistry and Biology at not more than two (2) sittings from NECO/WAEC/NABTEB.
  • Issuing index numbers to eligible students using codes to differentiate each State of the Federation and serially allotted numbers for each school.
  • Keeping records of students indexed for the various Nursing programmes for each year.
  • Identifying student with indexing problems, disapproving and returning their application to their schools for correction and update.
  • Writing letters to schools on issues relating to indexing and also attending to correspondences relating to indexing matters.
  • Keeping school files for record purposes.
  • Processing change of school applications.

REQUIREMENT FOR BASIC INDEXING APPLICATION.

Examination Division

This division is under Education Department headed, by a Deputy Director who co-ordinates all activities relating to the conduct of the Final Qualifying Examinations of the Council.

FUNCTIONS

For ease of function the unit is divided into three (3) sections viz:

  1. Nursing
  2. Midwifery
  3. Post Basic

The functions include:

  1. Host Examination Committee meeting of the Council
  2. Organizes Biennial examiners’ workshop, to update the knowledge and skills of current and prospective examiners in the assessment of students in CAOSEC exams
  3. Liaises with Indexing Division to ensure that only qualified candidates are presented for any of the Council’s Examinations.
  4. Recommends suitable Council Examiners to the Secretary General/Registrar.
  5. Ensures that there is adequate supply of questions in the Council’s question bank for all examinations and other related document,
  6. Liaises with all heads of Schools for, the maintenance and compilation of the continuous assessment records of all Candidates for the examination.
  7. Monitors new trends in tests and measurements and makes recommendation for the adoption of such measures as tools for assessment of Candidates.
  8. The division conducts four examinations in a year as follows;
  9. March – Professional Qualifying Examination for Midwives (2nd Tuesday)
  10. May – Professional Qualifying Examination for General Nurses (1st Tuesday)
  11. September – Professional Qualifying Examination for Midwives (2nd Tuesday)
  12. November – Professional Qualifying Examination for General and Post Basic Nurses (1st Tuesday)


EXAMINATION PROCESS/DETAILS.

  1. Opening of the examination E-portal for application to commence.
  2. Application of examination and payment is completely online.
  3. Generation of examination number.
  4. Dispatching of exam numbers to various institutions.
  5. Conducting of CBT exams in various accredited CBT centres across the federation.
  6. Conducting of CAOSEC practical exams
  7. Release of result.

Note: Candidates who have had two sittings is expected to mandatorily undergo one year tutorial before presentation for the last attempt. Failure at the last attempt leads to ELIMINATION (Dismissal).

Registration Unit of the Nursing and Midwifery Council of Nigeria

INTRODUCTION.

The Registration Unit of the Council is charged with the responsibility of entering into the registers, names of qualified General Nurses, Midwives and seventeen (17) Post Basic Nursing Programmes. The Unit also handles the registration of Foreign Trained Nurses who have met the Nursing and Midwifery Council of Nigeria’s requirements for registration.

The Unit also processes and dispatches notifications of registration to schools/individuals, maintains current volumes of registers for the various categories of Nurses and also keeps statistical records of those registered. The Unit presently maintains nineteen registers for the under listed categories of nurses.

BASIC REGISTRATION.

Basic Registration is concerned with the registration of Nurses/Midwives who have completed their General Nursing or Basic Midwifery Education and were successful in the Nursing and Midwifery Council of Nigeria Final Professional Qualifying Examination and Foreign Trained Nurses who have met the Councils requirement for registration.

 PROCEDURE FOR BASIC REGISTRATION.

  • Application forms for registration are forwarded to the Nursing Training Institutions with the result file (release of result for the Council’s Final Qualifying Examination for General Nurses and Basic Midwives).
  • Application forms are to be completed by the applicant providing all the required details (information MUST be consistent with that provided at the time of indexing).
  • Please note that change of name for females is ONLY allowed for marital reasons (surname only). The Council does not allow change of name for males.
  • Completed application forms are to be signed and stamped by the Head of Department/Coordinator/Principal of the training Institution.
  • Six (6) recent, clear identical colored passport photographs, full face on white background, no eye glasses.
  • Pay a non – refundable application/registration fee of N42, 967.00 into the Nursing and Midwifery Council of Nigeria through REMITA in any bank.
  • Penalty for late registration is payable 90 days after the release of result N77,500.00 Per school and N16,250.00 Per individual.
  • All fees are payable into the Nursing and Midwifery Council of Nigeria’s account through Remita (the Registration Unit of the Council does NOT accept cash payment from individuals/schools).
  • Head of Department/Coordinator/Principal should forward the application pack with the duplicate teller and computer printout as proof of payment with a covering letter containing the list of applicants addressed to the Registrar, Nursing and Midwifery Council of Nigeria.
  • Designated staff should be authorized with a letter addressed to the Registrar, Nursing and Midwifery Council of Nigeria duly signed and stamped by the Head of Department/Coordinator/Principal.

PROCEDURE FOR POST BASIC REGISTRATION.

Qualified applicants who have completed their Basic Nursing/Midwifery training and have successfully gone through an approved Post Basic Nursing specialty.

Procedure for Post Basic registration

The applicant submits a completed application form with the following documents:

  • Letter of identification from the school of training addressed to the Registrar, Nursing and Midwifery Council of Nigeria.
  • Original copy of the certificate/statement of result for sighting.
  • Photocopy of the certificate of recent qualification(s).
  • Photocopy of certificate of previous qualification(s)/registration with the Council.
  • Current license.
  • Original transcripts for Post Graduate Diploma in Education (PGDE) and MSc in Nursing Education are needed for those with Bachelor of Science (BSc) in Nursing or Bachelor of Nursing Science (BNSc).
  • Post Basic application packs are addressed and forwarded to the Registrar, Nursing and Midwifery Council of Nigeria by the school with the duplicate teller and computer printout as proof of payment and must be accompanied by a covering letter containing the list of applicants.
  • Pay a non – refundable application/registration fee of N61,092.00 for Midwives/ Psychiatric Nurses and N44,500 for other Post Basic Nurses into the Nursing and Midwifery Council of Nigeria through REMITA in any bank.
  • Penalty for late registration is payable after 90 days of the release of result:
     N77,500.00 – Per school– N16,250.00 – Per individual.
  • The Council does NOT accept cash payment from individuals/schools.
  • Applicant is required to collect a notification of registration at the completion of the registration process (individual application).
  • Designated staff should be authorized with a letter addressed to the Registrar, Nursing and Midwifery Council of Nigeria signed and stamped by the Head of Department/Coordinator/Principal.

 

IMPORTANT INFORMATION.

  • All correspondence to the Registration Unit should be addressed and forwarded to the Registrar, Nursing and Midwifery Council of Nigeria signed by Head of Department/Coordinator/Principal.
  • Application forms from schools (application pack) should be completed by the individual applicant, duly signed and stamped by Head of Department/Coordinator/Principal.
  • Change of name is ONLY allowed for females on marital reasons (surname only).
  • All information provided on the application form for registration must be consistent with that provided at the time of indexing.
  • All Nurses applying after five (5) years of obtaining qualification must undergo a minimum of four (4) weeks refresher course in an accredited Institution and present the original certificate to the Council for registration.

REQUIREMENT FOR REGISTRATION OF FOREIGN TRAINED NURSES WHO REGISTERED IN THEIR COUNTRIES OF TRAINING.

It is mandatory that graduates of foreign nursing schools register with the Nursing and Midwifery Council of Nigeria (NMCN) and obtain license to practice prior to their professional practice in Nigeria. This process may take minimum of six (6) months and maximum of eighteen (18) months. The registration and licensing process can be facilitated by taking the following steps:

  • Pay a non – refundable application/examination fee of N45, 500 into the Nursing and Midwifery Council of Nigeria through REMITA in any bank.
  • Complete registration/licensing application forms with five (5) colored passport photographs on a white background.
  • Complete verification of registration/licensure form and send to Foreign Nursing Registration Board/Authority who will in turn send it directly to the Nursing and Midwifery Council of Nigeria. Please collect the form from the Registration Unit of the Council. It is the responsibility of the applicant to ensure that verification forms are completed and returned in good time to the Council.
  • Also request your Foreign Nursing Registration Board/Authority to send a letter of good standing directly to the Nursing and Midwifery Council of Nigeria.
  • Request foreign institution(s) to send official Academic Transcripts of all nursing courses directly to the Nursing and Midwifery Council of Nigeria. It is the applicant responsibility to arrange and pay all necessary transcript fees as may be required by the Foreign University/College.
  • Request the Federal Ministry of Education in Nigeria to authenticate the Institution(s) which you attended and certificate(s).
  • The programme must not be an online programme.
  • Sit a pre-registration Nursing and Midwifery Council of Nigeria’s Examination. Date and time of the examination will be communicated to applicant in due course. Only successful applicants will proceed to the next steps.
  • Undergo a minimum of three (3) months orientation programme in an approved Institution.
  • Payment of current registration/licencing fees if end of orientation report is satisfactory.
  • Registration and issuance of notification of registration/licence.
  • Every applicant must possess a minimum of five (5) credits in English, Mathematics, Biology, Chemistry and Physics in not more than two (2) sittings in WACE/SSCE, GCE or NECO.

REQUIREMENTS FOR REGISTRATION OF FOREIGN TRAINED NURSES FROM SUDAN, REPUBLIC OF NIGER, REPUBLIC OF BENIN AND OTHER FRANCOPHONE COUNTRIES.

It is mandatory that graduates of Foreign Nursing schools register with the Nursing and Midwifery Council of Nigeria and obtain licence to practice prior to their professional practice in Nigeria. The registration and licencing process can be facilitated by taking the following steps:

  • Payment of non – refundable application fee of N45,500 into the Nursing and Midwifery Council of Nigeria account through REMITA in any bank (please obtain bank teller and electronic payment receipt).
  • Request the Federal Ministry of Education and National Universities Commission to authenticate the institution(s) attended and certificate(s).
  • Request the foreign institution(s) attended to send academic transcripts of all Nursing courses directly to the Registrar, Nursing and Midwifery Council of Nigeria. It is the responsibility of the applicant to arrange and pay all necessary transcript fees as may be required by the Foreign Institution.
  • Applicant must possess a minimum of five (5) credits in English, Mathematics, Biology, Chemistry and Physics in not more than two (2) sittings in WACE/SSCE or GCE or NECO.
  • Applicants who are citizens of Republic of Benin, Niger and other francophone countries should provide clearance from Immigration, Nigerian Police and Directorate of State Security Services.
  • Applicants are to present evidence of residence permit for the period of study in the country of training.
  • Letter of identification from the school indicating the duration of training
  • Evidence of stamped international passport for exit and entry into the country for the duration of training
  • The programme must not be an online or part time programme
  • Applicants who are citizens of francophone countries must present evidence of English language proficiency.
  • Applicants must obtain Indexing Number from the Council before the commencement of the programme.
  • Applicants must undergo 18 months training in an approved School of Nursing in Nigeria, and must sit for the Council’s Professional Examinations.
  • Payment of current registration and licencing fees if applicant is successful in the Council’s Professional Examination.

RE – ISSUANCE OF LOST NOTIFICATION OF REGISTRATION.

  • Hand Written Application.
  • Letter of Identification from Training School in the School’s Letter Headed Paper, stamped and signed by the Principal.
  • Letter of Identification from the Nursing Officer in Charge of the Hospital/Health Centre/Clinic where applicant is presently employed (for Nurses trained outside Nigeria).
  • Original Sworn Court Affidavit.
  • Original Police Report.
  • Photocopy of the Lost Notification letter.
  • Original teller of non-refundable payment of Eight Thousand Seven Hundred and Fifty Naira (N8,750) only into Nursing and Midwifery Council of Nigeria.
  • Two recent identical colored Passport Sized Photographs.

Note: There is no guarantee that document will be re-issued on supply of above listed items. The Council shall assess the situation and use her discretion to re-issue notification where need be.

Licensing/Updating And Verification Division

The Updating/Licencing Division of Nursing and Midwifery Council of Nigeria is responsible for the updating and issuance of practicing licences to all categories of registered nurses within and outside the Country. It is also the Division responsibility to treat all correspondences and keeping statistics of all processed and dispatched licences.

The Division has been in existence since 1987 and its activities supported and enforced by section 5 of the amended decree 54 of 1988 which stipulates that “no nurse shall be allowed to practice or continue to practice in any year except such a nurse has paid the Licencing fee as prescribed by the Council”.

FUNCTIONS

The Updating/Licensing/Verification Division of the Council is charged with the following responsibilities:

  • Updating and issuance of practicing licenses to all cadres of Registered Nurses in Nigeria.
  • Verification/Authentication of certificates to various boards/organizations within and outside the Country.
  • Change of name for married females in Council’s records.
  • Treating all correspondences and keeping statistics of all processed and dispatched licenses.
  • Liaising with Foreign Nursing Boards through correspondence on issues relating to verification of registration with the Council.
REQUIREMENTS FOR ISSUANCE OF LICENSE

The requirements for Issuance of Licence are as follows:

First Licencing after Graduation

  • Identification letter from the school of training.
  • Completed Licencing form.
  • Photocopies of certificates of previous registrations as applicable.
  • Two (2) recent identical coloured passport photographs with white backgound.
  • Original evidence of Payment of N10,500 on Nursing and Midwifery Council of Nigeria platform through REMITA (TSA).
RENEWAL OF LICENCE

The renewal of license by the Council is supported and enforced by section 5 of the Amended Decree 54 of 1988 which categorically stipulates that “No Nurse shall be allowed to practice or continue to practice in any year except such a Nurse has paid Licensing fees as prescribed by the Council”.

Practicing licenses are renewable every three (3) years, the current renewal fee is Ten thousand five hundred naira (N10,500) only for three years, penalty of five thousand two hundred and fifty naira(N5,250) for each year of default. These fees are subject to review periodically.

REQUIREMENTS FOR RENEWAL OF LICENCE
  • Completed Licensing form.
  • Two (2) recent identical coloured passport photographs with white background.
  • Expired licence.
  • Photocopies of certificates of registration.
  • Photocopy of certificate of attendance for Mandatory Continuing Professional Development Programme (MCPDP).
  • Original evidence of Payment of N10,500 for renewal and penalty of N5,250 for each year of default on Nursing and Midwifery Council of Nigeria’s platform through REMITA (TSA).
REQUIREMENTS FOR VERIFICATION OF CERTIFICATES OF REGISTRATION
  • Application stating purpose and destination of verification.
  • Completed verification form.
  • Photocopy of current license.
  • Photocopies of certificates of registration.
  • Photocopy of birth certificate.
  • Original evidence of payment of N8,750 per certificate of registration on Nursing and Midwifery Council of Nigeria’s platform through REMITA (TSA).
REQUIREMENTS FOR AUTHENTICATION OF CERTIFICATES
  • Two (2) copies each of requirements for verification.
  • Original evidence of payment of N8,750 on Nursing and Midwifery Council of Nigeria’s platform through REMITA (TSA).

NOTE: The amount covers any number of certificate(s).

REQUIREMENTS FOR ISSUANCE OF LETTER OF GOOD STANDING
  • Original evidence of payment of N8,750 on Nursing and Midwifery Council of Nigeria’s platform through REMITA (TSA).
  • The above requirements for verification.
CHANGE OF NAME IN THE COUNCIL’S RECORDS

The Council’s policies on change of name are as follows:

  • Change of name is allowed for married women only and this applies to change in surname only.
  • Addition or change of other names (first or middle names) is not acceptable.
  • Change of names for males is not acceptable
  • Only three consistent names in full will be acceptable for all Nursing and Midwifery Council of Nigeria records.

Finance Division

Division is supervised by a Deputy Director who:

  • Advises the Secretary-General on all matters relating to the finances of the Council.
  • Advises the Secretary-General on all matters relating to human and material resources of the Council.
  • Prepares annual budget in accordance with prescribed formats, and participates in budget defense.

Graphics Unit

  • The Unit is primarily charged with the following responsibilities:

    • Writing and issuance of Certificates to all the Nineteen (19) cadres of Registered Nurses and Midwives
    • Processing of Certificates and dispatching of all signed Certificates to the various schools and individuals.
    • Keeping records and statistics of all processed and dispatched Certificates.
    • Ensuring the safety of processed, returned, unclaimed or blank certificates.
    • Issuance of “To Whom It May Concern” in lieu of lost Certificate.
    • Visualizing and Originating ideas for all artistic work of Council.
    • Performing other Administrative duties as directed.

    CERTIFICATE POLICY.

    • Certificates are issued once and cannot be reissued if lost.
    • Certificates are not posted.
    • Certificates are dispatched directly to schools for Nigerian Trained Nurses. However, for Overseas Trained Nurses/Midwives and all other Post Basic Programmes not conducted by the Council, their Certificates are dispatched directly to them.

    PROCEDURE FOR COLLECTION OF CERTIFICATES – OVERSEAS TRAINED/EDUCATORS AND ADMINISTRATORS.

    • Handwritten Application
    • Original and photocopy of Notification of Registration
    • Original and photocopy of Testimonial/Certificate from school of training Original and photocopy of current practicing Licence.
    • Submission of two recent identical coloured passport photographs
          – full face on white background, no eye-glasses
            – Size:– 5cm long x 4cm wide with names and registration numbers written at the back of the passports.
            – Originals for sighting.

    PROCEDURE FOR COLLECTION OF CERTIFICATES FROM COUNCIL (LOCALLY TRAINED).

    • Letter of identification from School of training in the School’s letter head, signed and stamped by the Principal Authorizing Council to dispatch certificate to owner
    • Original and photocopy of Notification of Registration
    • Original and photocopy of current practicing License
    • Submission of two recent identical coloured passport photographs
          – full face on white background, no eye-glasses
            – Size: 5cm long x 4cm wide with names and registration numbers written at the back of the passports

    If you are sending someone on your behalf for collection:

    • A letter of authority
    • Valid identity card – (any of the followings: National ID Card, Driver’s Licence, International Passport or Current Nursing Licence). Along with items 1–4 above should be presented. Please note that third party collection is not automatic)

    LOST CERTIFICATE – REQUIREMENT FOR ISSUANCE OF “TO WHOM IT MAY CONCERN” IN LIEU OF LOST CERTIFICATE.

    Certificates cannot be re-issued if lost and duplicate Certificates are not available. However, a “To Whom It May Concern in lieu of lost Certificate” may be issued after verification.

    • Original copy of sworn Affidavit stating details of lost Certificate and circumstance of loss.
